Democrat Delgado declares victory in close special election for Mendoza’s Senate seat

Democrat Vanessa Delgado declared victory but Republican Rita Topalian wasn’t conceding Wednesday, a day after the already unusual race to replace Tony Mendoza in California’s 32nd state Senate district produced one more surprise.

The latest surprise was that Delgado won the special-election runoff by a thinner margin than expected, a twist with implications for the November election in the district that covers the Los Angeles County cities of Artesia, Whittier, Pico Rivera, Downey and Norwalk and parts of Orange County cities Buena Park and Orange.
