On the first place, we cannot ignore the fact that a President cannot unilaterally implement such a big program on its own. Implementing such changes would require amendments to the Immigration and Naturalization act, which must be approved by the congress first. Quite frankly, Congress is most unlikely to approve this change.
Secondly, I don’t think that it’s going to make a huge impact in the enrollments in US universities because we are already taking everyone who can afford to study in US and meets the admission criteria anyways. So, we are not really sure about how Hillary will implement this after she gets the Presidency.
